The Austrian capital Vienna has passed Zurich, Switzerland to take the top spot as the world's city with the best quality of living, according to Mercer's 2009 Quality of Living Survey, which is conducted to help governments and major companies place employees on international assignments. In the US, the highest ranking entry is Honolulu (29) while Singapore (26) is the top-scoring Asian city followed by Tokyo at 35. Baghdad, ranking 215, remains at the bottom of the list.

The annual study by the international consulting firm, Mercer’s Quality of Living ranking covers 215 cities and put Vienna at the top of the list for the first time (in 2008 it was ranked #2). The main reasons for the upgrading are its “stable democracy with an efficient legal system” as well as the fact that Vienna has had no terrorist attacks in the last 10 years.

39 factors considered important to employees being transferred internationally are taken into account for the study. These include political, social, economic and environmental aspects of life as well as personal safety and health, education, transportation, and other public services.
