Austria introduces new rules for road hauliers

Amendments to the Austrian Anti-Wage and Social Dumping Act, which entered into force on 1 January 2017, now affect matters of goods transport to Austria (bilateral traffic) and within Austria (cabotage). Only transit through Austria is excluded from this legislation.

Road hauliers based in an EU Member State or the EEA State or the Swiss Confederation shall report drivers of cross-border transports and cabotage transports before the entry into the federal territory by means of the electronic form ZKO 3. However, in the case of spontaneous cabotage, it is necessary to report before work commences.

It should be noted that it is compulsory to make a separate notification for each deployment and that the registration documents (ZKO notification) must be exclusively provided in the vehicle.

Furthermore, workers who are sent to work in Austria are entitled to the remuneration which is legally liable to pay in Austria according to law, regulation or collective agreement.
