They can significantly restrict competition between employers in specialized labor markets and negatively affect employees’ mobility, career opportunities, and compensation. The Romanian competition authority has also recently begun to scrutinize this practice more closely and is now imposing fines in the millions.
Part 2 - FOREIGN DIRECT INVESTMENT (FDI) - NEW REGULATIONS

FDI screening is intended to review foreign direct investments for risks to security, public order, and strategic interests. Despite the name, the rules can also affect companies already operating in Romania. A standstill obligation often applies, so the transaction cannot be implemented before clearance is obtained. Violations may result in substantial fines.
