Stricter Cannabis Regulations in Thailand since June 2025

Before the new regulation came into effect in June 2025, cannabis had been partially decriminalized in Thailand since 2022. This made Thailand the first country in Southeast Asia to allow possession and cultivation under certain conditions – including private use.

After the legalization of medical cannabis in 2018, the government’s 2022 reform aimed to provide an economic boost. At that time, the plant and its components were removed from the list of prohibited substances. Possession, purchase, cultivation, and sale were generally permitted, with exceptions for minors, pregnant women, and breastfeeding mothers.

On 26 June 2025, a new regulation by the Ministry of Public Health entered into force in response to the significant rise in cannabis use. It introduces stricter controls – particularly regarding the flower of the plant, which is now classified as a controlled product.

Key changes at a glance

  • Flowers only: Other parts of the plant (such as leaves and stems) remain unregulated.
  • Licensing requirement: Research, export, processing, or sale of flowers now requires a state license, alongside strict reporting and documentation obligations.
  • Sales restrictions: No sales via vending machines, online channels, or in public places such as temples, parks, or schools. Advertising in any form is prohibited.
  • Medical use only: Sales to individuals are permitted only with a doctor’s prescription – limited to 30 days.
  • Applies to all providers: Even existing licensed businesses must comply with the new rules.

With this regulation, the government has replaced the 2022 framework. The aim is to tighten market control and shift the focus toward medical use, public health, and product safety.
