The Economic Chambers of Austria are working to make their websites accessible without barriers in accordance with the Web Accessibility Act (WZG) as amended to implement the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on barrier-free access to the websites and mobile applications of public sector bodies (OJ L 327 from 2 Dec. 2016, p. 1).

This accessibility statement applies to the website: https://www.advantageaustria.org

Status of compatibility with the requirements

This website is partially compliant with compliance level AA of the "Web Accessibility Guidelines – WCAG 2.1" and with the applicable European Standard EN 301 549 V2.1.2 (2018-08) respectively, due to the following incompatibilities and exceptions.

Non-freely accessible content

The content listed below is not accessible for the following reasons:

a) Incompatibility with accessibility regulations

  • Videos (subtitles recorded): Videos are embedded via external hosting providers (YouTube, Vimeo). For some recorded videos, the subtitles are missing so the spoken content is not available for deaf users. Thus, WCAG success criterion 1.2.2 (subtitles recorded) is not met. We plan to increase the provision of subtitles in the production of new videos. Some videos have subtitles in the video but no spoken text to go with them (success criterion 1.2.1)

  • PDF and other Office documents: 
    Many PDF documents and Office documents are not accessible. For example, PDF documents are not tagged, so that they cannot or only insufficiently be captured and used by screen reader users. This means that WCAG success criterion 4.1.2 (name, role, value) is not met.
    We are planning a changeover to web form solutions for many PDF documents or barrier-free production for newly created PDF documents. For older non-accessible documents, no comprehensive change is currently planned. Please let us know if you have difficulties with specific documents. We will prepare the content barrier-free on request and replace the documents in sequence or supplement them with barrier-free alternatives.

  • Bypass blocks are missing (success criterion 2.4.1).

  • For the following content, success criteria 1.1.1 (non-text content) and 2.4.4 (link purpose in context) are not fully met:
    • The alternative text is missing for many images (including logos). In most cases, this is compensated for by the use of the title attribute.
    • Most icons (e.g. search icon, social media icons in the footer, arrow icons ...) and some empty links on the page (e.g. the switches in the cookie content, the links in the teaser slider, social media share buttons ...) are included without alternative texts for screen readers.

  • Success criteria 1.3.1 (info and relationships) and 2.4.6 (headings and captions) are not fully met here:
    • The required headline hierarchy cannot be maintained everywhere.
    • There is no headline 1 on the start page.
    • An empty headline is used in the country search filter.
    • In the Fresh View Magazine, not all headlines are marked as headlines.

  • For many elements with red text on a light grey background, the contrast is not sufficient (4.08:1 instead of 4.5:1), for example, for content boxes, various buttons, filter buttons, ... The required contrast is also not always achieved with some link texts on background images. As a result, success criterion 1.4.3 (minimum contrast) is not fully met.

  • Success criterion 2.1.1 (keyboard operability) is not or only partially fulfilled for the following contents:
    • The video teaser, the video in the overlay, various filter buttons, check boxes, controls and the advanced search cannot be operated with a keyboard.
    • Limited keyboard usability occurs with "Load more" controls, with the individual selection in the cookie settings, the country selection, the main search and with some components in the Fresh View Magazine.

  • Lack of focus (success criterion 2.4.7) leads to difficult usability with the keyboard for the following elements:
    • Country selection, main search, logo, various arrows, Accordion headings in the cookie settings, plus-minus icons in the content Accordion, filter buttons, icons and buttons/Fresh View Magazine

  • The page title is missing on the "Companies" search results page (success criterion 2.4.2).

  • Labels are missing in all search fields and filter fields, for example, in the main search and in the country search filter (success criterion 3.3.2).

  • Incorrect ARIA references in the search modal and language selection are not in compliance with success criterion 4.1.2 (name, role, value).

b) Disproportionate burden

  • Videos (audio description recorded): We cannot afford to provide the required audio descriptions for many of videos. This means that WCAG success criterion 1.2.5 (audio description recorded) is not met. We consider that the remedy would impose a disproportionate burden in terms of the accessibility requirements.

c) The content does not fall within the scope of the applicable legislation

  • Content from third parties, for example studies or presentation materials from external lecturers, which are not within the sphere of influence of the Economic Chamber, are excluded from Directive (EU) 2016/2102. For this third-party content, no statement can be made regarding compatibility with accessibility regulations.

 

Preparation of this Accessibility Statement

This declaration was created on 25 November 2021.

On 25 November 2024, a self-test was carried out to check the results.

Enforcement procedure

If you do not receive a satisfactory response from the above contact option, you may contact the Österreichische Forschungsförderungsgesellschaft mit beschränkter Haftung (FFG) (Austrian Research Promotion Agency with limited liability) in order to make a complaint. The FFG accepts complaints electronically using the contact form. 

Contact form of the complaints office

The complaints are examined by the FFG to determine whether they relate to violations of the provisions of the Web Accessibility Act, in particular deficiencies in compliance with accessibility requirements, by the federal government or an institution attributable to it.

If the complaint is justified, the FFG must issue recommendations for action to the federal government or the legal entities concerned and propose measures to remedy the deficiencies at hand.
